Content will be delivered in a fair and balanced presentation. Recognized experts in the field will provide commentary where appropriate. The film will strive to highlight both sides of a case to air issues so that viewers can arrive at their own conclusions.

The film's budget is provided by settlement money obtained by the state of California through antitrust enforcement. The project also contains an educational outreach plan designed and implemented by Street Law of Washington D.C. This will include production of a DVD complete with curriculum material for high schools and community colleges, as well as a web site and other outreach materials. The goal is to provide compelling tools for educators that can be used to increase consumer education and civic literacy.
